Why does Real Madrid always buy a developed player and not promote one from their youth graduates?

Real Madrid does have their own academy for young talents called La Fabrica, but most of them were transferred to other teams in return of money.

Second thing, Real Madrid is a very rich club and they always want to win. Maybe, this is the reason they go for top-notch footballers. We can see this with Real’s transfer business that they always want best in their team and players around the globe are also excited to play for them, which in turn makes things easy for them.
